Elevating Feet due to Swelling

I've been wearing knee-high support stockings (small 15 mm Hg) for 30 years. My feet swell during the day, and will still be swollen in the morning if I sleep with the stockings on (I did this for 25 years, having no help to remove the stockings at night). Sleeping without stockings allows the feet to drain completely by morning, so I started getting help at night to remove them. But the next day, they quickly swell up again, even with the stockings on. The right foot swells much more than the left, and it recently got a pressure sore on the heel. After four weeks of wearing a boot, the sore has healed. But going back to wearing the shoe causes me to sweat (due to pain, I assume), so I am continuing to wear the boot. Should I buy larger shoes?

I am up in the wheelchair 17 hours per day. I could tilt all the way back during the day, but the stockings seem to keep the fluid from draining out of my feet (due to elastic in calves, I think).

I wanted to get tighter stockings, but my doc (not sci expert) said to just eat less salt. That worked for a while, but not anymore. Some nurses say my stockings are already too tight.

Will the swelling (poor circulation) keep getting worse as I get older? I am 52 now.
